Remodeling Permits in Braselton, Winder, Buford, Dacula, Jefferson & Hoschton, GA

Do you need a permit to remodel? In most cases, yes. In every town we serve, a kitchen, bathroom or basement remodel that moves walls or changes plumbing, electrical or HVAC needs a building permit. Purely cosmetic work, like interior painting, new flooring or new countertops, usually doesn’t. Who issues the permit depends on whether the home is inside city limits: inside, it’s the city or town; outside, it’s the county, even if your mailing address uses the town’s name.

On our projects, Ferentino Design Build pulls the permit and books every inspection, so this guide is for homeowners who want to know what’s involved before they start.

Who issues the permit in each town

Town Inside city or town limits Outside city limits Worth knowing
Braselton Town of Braselton Planning and Development Department, in all four county portions of the town The county the home is in: Barrow, Gwinnett, Hall or Jackson A separate trade permit is required for electrical, plumbing, fuel gas or mechanical work. In the town’s planned communities (Chateau Elan, Mulberry Park, Vineyard Gate, Riverstone Park and others), HOA or developer approval isn’t required for interior alterations and renovations.
Winder City of Winder Planning & Development Services, applications through the city’s online Citizen Portal Barrow County Planning & Community Development The city says no permit is needed for flooring, interior painting, countertops, wall paneling, crown molding, baseboard or casing. Homes in the Historic District may need additional approvals.
Buford City of Buford, including the part of the city in Hall County Gwinnett County Planning & Development, or Hall County Building Inspections Inspections requested by 4:00 PM are done the next business day.
Dacula City of Dacula Planning & Development Department Gwinnett County Planning & Development Inspections inside the city are done by the city’s third-party inspector, Precision Planning, Inc.
Jefferson City of Jefferson Department of Planning and Development, documents submitted by email Jackson County Public Development If the home is on septic, Jackson County Environmental Health has to approve first. The city has four local historic districts, where a material change in a home’s appearance needs a Certificate of Appropriateness.
Hoschton City of Hoschton Building Department, applications through CitizenServe Jackson County Public Development The city lists new Georgia code amendments effective January 1, 2025.

What kind of remodeling work needs a permit?

The wording differs by office, but the line is drawn in the same place. Gwinnett County requires permits for renovations and remodeling “which involve structural, plumbing, mechanical or electrical work”. The City of Dacula requires one for structural changes and for “mechanical, electrical, plumbing, or HVAC modifications”. The City of Winder requires permits for additions, remodels and mechanical system replacements.

  • Usually needs a permit: removing or moving a wall, moving a sink, toilet or shower drain, adding circuits or new lighting, replacing HVAC equipment, finishing a basement, and building an addition.
  • Usually doesn’t: interior painting, new flooring, new countertops, and trim such as crown molding and baseboard (City of Winder list). Check with your office, because these lists vary.

Kitchen remodels

Swapping countertops in the same layout is usually cosmetic. Moving the sink, adding an island with plumbing or power, or taking out a wall to open the kitchen means plumbing, electrical or structural work, so it needs a permit.

Bathroom remodels

A tub-to-shower conversion reworks the drain, which is plumbing work. Adding a bathroom in Jefferson on a septic lot starts with Jackson County Environmental Health approval before the city issues the building permit.

Basement finishing

The Town of Braselton lists basement finishes as an alteration permit. Elsewhere, finishing a basement involves framing, electrical and usually plumbing, which brings it under the same permit rules as any remodel.

City limits vs. county: why your mailing address isn’t enough

Many homes with a Braselton, Winder, Buford, Dacula, Jefferson or Hoschton mailing address are outside city limits. Those homes get their permit from the county, not the city. Braselton is spread across four counties, so a home just outside the town could be under Barrow, Gwinnett, Hall or Jackson County. If you’re not sure, the city or county permit office can tell you from the address.

Who pulls the permit?

Usually the contractor. On every Ferentino project, we pull the permit and schedule the inspections. Homeowners doing their own work can apply too; the Town of Braselton, for example, has an Owner’s Exemption Affidavit for that.
